國際扶輪社在台灣地區共有七個扶輪地區，將近七百個扶輪社，近四萬扶輪社友。幾年前，開始進行「偏鄉英語伴讀計畫」，由扶輪社媒合大學伴（高中職學生）與小學伴（小學生），讓大學伴來陪小學伴學習英語，開口說英語。
這項計畫獲得大學伴與小學伴很大的迴響，因此全台灣七個地區扶輪社決定全面推展，於一○五學年度進行，因此從今年一月開始，各地扶輪社友即開始籌劃聯繫，迄今已完成將近一千對大小學伴。今年獲教育部支持，七月簽署策略聯盟，昨日捐贈儀式，大小學伴大手牽小手攜手走聰明門，啟動開學典禮。

華府智庫戰略暨國際研究中心（CSIS）旗下的亞洲海事透明倡議（AMTI）主任波林（Greg Poling），並在推特公布黃岩島衛星照，共有8艘中方船隻接近黃岩島東側，有1艘中方船隻停留在環狀島礁內。
資深記者葛茨（Bill Gertz）在國家利益（National Interest）雜誌等媒體引述五角大廈官員的說法，美方已確認中方提高黃岩島附近船隻與海巡裝備的數量，但無法確認菲律賓方面有關當中包括抽砂船的報導。
葛茨報導，有消息指中方在2015年12月，決定建造另一艘大型抽砂船，船隻將在2017年7月完工，可能在黃岩島使用，這艘船的噸位接近過去在南沙群島填海造島的抽沙平台。
報導指出，中方船隻8月在黃岩島附近的活動顯著提升，包括海巡艦艇在內約有10多艘船艦活動，過去僅有1至3艘。
美國學者波林（Greg Poling）分析9月3日拍攝的衛星照指出，中方船隻包括4艘海巡船與4艘漁船在黃岩島東側出沒。
照片顯示，有1艘船隻停留在黃岩島環狀島礁內，有長期留駐的跡象，但未見挖泥船與大型平台船隻準備進行抽砂填海。
菲國媒體在20國集團（G20）杭州峰會召開期間報導，有11艘中國船隻，當中包括4艘海巡船與7艘漁船接近黃岩島，中方可能將展開填海造島前置作業。
